My ex is over $70,000 in arrears in child support, claims he hasn't been working (but somehow found the money to pay cash for a car), He is now collecting unemployment and starting his own business.

You can bring a motion to have your ex considered in contempt of court for not paying. A lawyer can explain all of your options to you.

You are still required to make your child support payments if you get laid off.

The fact that your child is over 18 doesn't excuse the unpaid child support payments. You may want to contact a private child support collection agency to see if they provide services when the other party is out of the country.

The amount of court ordered support you will need to pay is set by the state. Please consult a lawyer to find out whether you will be given credit for the money already paid.

Assuming it was Child Support Enforcement that froze the bank account, I would check with them to see how long it will take for the funds to be released to the custodial parent.
